The Millennium Challenge Account (MCA) is a fund allocated by the Government of the United States of America and managed by the Millennium Challenge Corporation (MCC).  Through this fund, MCC works with eligible countries, including Mali, to help reduce poverty through economic growth.  The Government of Mali intends to recruit and hire a management unit (“MCA-Mali”) comprised of specialists in a variety of fields to professionally manage implementation of the program.  Experienced candidates are sought for Director General, a position that reports directly to the Board of Directors.  Pursuant to initial advertisements posted July 2 – 27, MCA-Mali has modified the requirements sought for the Director General position in order to enlarge the applicant pool.  Candidates who have applied previously will still be considered and need not re-submit their applications.

Position Duties:

  • Ensure effective management of all aspects of the Compact.
  • Participate in the selection of Management Team members.
  • Ensure the training and supervision of the Management Team.
  • Develop and supervise Program planning and ensure the effective implementation of all Program Activities.
  • Manage all elements of the administrative and financial requirements of the Program to assure timely implementation.
  • Ensure frequent dialogue and communication with the Malian population and all Program partners and serve as the principal representative of MCA-Mali to MCC, donor community, civil society, private sector, and others.
  • Coordinate the ongoing monitoring of the entire Program and each of its Activities.
  • Publish periodic status reports, approved by the Steering Committee, regarding the Program’s progress.
  • Work in close collaboration with MCC counterparts.
  • Take part in duties related to the supervision and audit of the Program.
  • Monitor and ensure effective contract execution with partner entities (fiscal agent, procurement agent, data quality auditor, performance/compliance auditors, etc.).

Qualifications and Experience Required:
The Director General must have the following qualifications, experience and competencies for this high-level position:

·         A minimum of a Master’s degree (Bac + 5)

·         At least 5 years experience in managing a large enterprise, program or government agency with an annual budget of more than 2 million USD and a permanent staff of over 20 individuals.

·         Solid understanding of Mali’s development and poverty reduction strategies, as well as the ability to evaluate the coherence of the MCA-Mali Program with these strategies.

·         Proven and demonstrated experience in personnel management

·         Proven ability to produce reports, plans, analysis, etc. in a timely manner.

·         Significant experience working with international counterparts.

·         Ability to manage multiple priorities, demands, and interests in a professional and time-efficient manner.

·         Excellent managerial, leadership, communication, and interpersonal skills.

·         Knowledge and understanding of the rural Malian environment and its activities and the ability to interact with rural Malians.

·         Ability to lead and manage a team of high-level project managers.

·         Ability to represent MCA-Mali in dealings with its public and private partners in Mali and overseas.

·         Proven ability to work in a national as well as international context.

·         Demonstrated professionalism, good judgment and flexibility to work, as may be necessary, outside normal work hours to meet needs of the position.

·         Ability to work with multidisciplinary teams and institutions.

·         Responsible and flexible attitude and capable of managing a variety of tasks with minimal supervision.

·         Oral and written fluency in French as well as in English.

·         Strong computer skills (MS office, Internet, familiarity with project management software).

In addition, candidates must:

  • Be of outstanding character and integrity.
  • Be free of all conflicts of interest and committed to protecting the integrity of the program.

1)Cover letter (maximum three pages) addressing candidate’s ability to: 1)  perform technical duties and responsibilities as stated in the position description, 2) manage personnel, budget, and/or other resources, 3) provide technical leadership related to their function, and 4) prepare and present reports, analysis, project documents, and other documents to a diverse audience including high-level executives/senior government officials.  Candidates must also include salary history for the last three (3) years.
2)Curriculum Vitae (not to exceed five pages excluding publications, if applicable) stating the applicant’s educational background including degree(s) obtained, professional experience in reverse chronological order, language proficiency, and any relevant professional titles or certifications.
3)Names and contact information (telephone number(s) and email address) of three professional references. Please clearly state the relationship of the professional reference to the candidate (e.g., supervisor, former colleague, other) and whether the reference would prefer to be contacted in French or English.

5)If the applications are sent by mail, the application package must be sent in an A4 envelope that is marked

with a reference.  This reference can include the name of the candidate or any other single reference chosen by

a confirmation receipt that includes the reference marked on the envelope.  Applications submitted by fax will

not be accepted.

6)The cover letter and curriculum vitae must be submitted in French.  The submission of English versions of the

cover letter and curriculum vitae is encouraged.

7)Short-listed candidates will be contacted for face-to-face interviews that will take place in Bamako and will be

asked to provide proof of salary history in advance of the interview.  Questions and/or phone inquiries from

applicants prior to formation of the short-list will not be accepted.
