Background

The African Development Foundation (ADF), an agency of the United States Government, is seeking applications to fill an immediate need for a personal services contractor to serve as:

1) Business Development Officer (BDO), 2) Financial Manager,3) Program Specialist.

ADF is an independent corporation of the United States Government.  Its mandate is to foster community-based development in Africa.  ADF programs focus on: 1) assisting indigenous small and medium-sized enterprises, 2) responding to priority social and community development needs of poor communities and marginalized groups, and 3) documenting, promoting and disseminating best practices in development field.  ADF currently provides African grants and cooperative agreement grants to entities in seventeen African countries.

Mandatory and desired qualifications

1. Business Development Officer (BDO)

National of an African country.                                                                                                     

Masters in Business Administration (MBA), Finance, Economics, law degree or related field from an accredited university; or relevant Bachelors degree with extensive experience with grassroots development.
At least three years experience in business or financial management.

Minimum of three years of direct experience
working with grassroots communities or marginalized entities involved in income generating activities to improve urban and rural living conditions;

Demonstrated experience and the ability to develop monitor and evaluate micro and small businesses.

Knowledge and experience of best practices related to business plan development, financial modeling, market development, due diligence assessments, financial analysis, financial statement preparation and analysis, and financial and program audits.

Work experience with a
U.S. government entity or an international organization is desirable.
Good mastery of English, both spoken and written and fluent in at least one of the most popular local languages.

Willing to travel to remote areas of
Mali
Police records attesting to candidate’s good character.

2. Financial Manager

University degree in Accounting, Finance or Business Administration is required.  A formal CPA/ACCA certification is highly desirable.
At least four years experience in a formal accounting environment, working under the direct supervision of a CPA, preferably with an
U.S. agency or firm is desirable.
Demonstrated ability to formulate and manage budgets, including maintenance of accounts, report generation, and account reconciliation.

Demonstrated ability to respond to the needs of grassroots groups, including training and facilitating training in bookkeeping and financial management.

Demonstrated computer proficiency with experience in the use of Microsoft Excel, or equivalent software;

Fluency in English and ability to converse in standard language in
Mali.

3. Program Specialist

University degree in international development, sociology, economics, political science, law, or related business.
Three (3) years or more of professional work experience working with community groups at the grassroots level or micro enterprises focusing on income generating activities.

Demonstrated skills and experience in analyzing development proposals generated by community groups in
Africa;
Demonstrated ability to respond to the needs of grassroots groups, including training and assisting with the analysis of performance indicators for project activities;

Knowledge of institutional capacity of small-scale enterprises and farmers groups, as demonstrated by prior development work experience with such groups;

Demonstrated computer proficiency with experience in the use of Microsoft Excel and MS Word, and power point.

Strong interpersonal skills and ability to work collaboratively with staff, partners, applicants, community groups, and micro enterprises.

Willingness to travel from time to time to rural or isolated areas of the country.

Fluency in English and ability to converse in one or two predominant local languages.
